Key and functional tasks of the Department

  1. financial and tax accounting,;

  2. timely and accurate preparation of reliable financial and tax reporting and fulfillment of tax obligations;

  3. coordination, registration and monitoring of business contracts;

  4. control over security of the property of the University and efficient use of resources, financial compliance;

  5. other tasks assigned by the University management.

Key and functional tasks of the position

  1. organization of the system of accounting and managerial accounting, and preparation of the separate and consolidated financial statements;

  2. development of the accounting and tax accounting policies, methodological documents within the Department competence at the level of the University and Group;

  3. organization of tax accounting and submission of tax and statistical reporting, control of timely fulfillment of tax obligations;

  4. control over the process of registration of primary accounting documentation and over its secure keeping;

  5. organization and control of assets’ inventories;

  6. organization of the University’s payment operations, forecasting and placement of the free liquidity;

  7. expertise of contracts and transactions of the University on taxation issues, settlement and documenting, registration and monitoring of contracts,

  8. work to ensure compliance with financial discipline;

  9. ensuring effective interactions of the Department with the other University departments, employees, subsidiaries and contractors of the University as well as the state and tax authorities;

  10. preparation and timely submission of complete and reliable financial information to management and state bodies;

  11. participation in projects on automation and optimization of business processes within the Department competence,

  12. management of the Department’s staff and resolution of administrative issues within the competence, implementation of other instructions from the management.


Higher-professional, preferable from the higher education institutions with English language of instruction

Priority specializations:

- BSc or MSc Degree Holder in the accounting/finance/economics.

- Professional accountant of the Republic of Kazakhstan and CPA/ ACCA/DipIFR/CIMA professional qualifications are required.

Professional experience

Working experience should correspond to one of following requirements:

- for Doctor degree- working experience at least 5 years, including 2-3 years at a managerial position; or

- for Master degree- working experience at least 7 years, including 5 years at a managerial position; or

- for Bachelor degree- working experience of at least 10 years, including 5-7 at a managerial position in areas corresponding to functional areas.

Priority will be given to candidates with an experience in top international and/or national companies and/or International Audit Companies.

Professional knowledge and personal qualities

Professional knowledge and skills:

  • international Financial Reporting Standards, interpretations of IFRS and methodological documents;

  • legislation and regulatory requirements in the field of taxation, accounting and financial reporting, payment transactions and civil law;

  • experience and knowledge of the practices and methods of organizing and automating accounting and reporting;

  • experience in developing methodological documents, instructions, regulations.

Proficiency in languages, including state language

Excellent oral and written skills of the Kazakh, English and Russian languages are required.

High level of using PC programs: Accounting information systems, Enterprise Management Information Systems, Microsoft Office Programs, etc
