Leads the project engineering and coordination effort on wide range of engineering, execution planning, tender preparation and permitting activities pursued as part of project development for Concept selection, pre-FEED, FEED, Detail Design Engineering and Construction. Develop Project Execution plan Develop Contracting and procurement strategies making use of C&P expertise and align market intelligence Review the validity / acceptability of contractors’ multi-discipline engineering submittals to meet Project Execution plans, contract requirements, company procedures, technical specifications, project execution best practices and guide the contractors as appropriate Coordinates the activities with involvement of other NCOC directorates Monitor progress and performance of all contractors involved on wide range of activites, ensures their alignment on inputs / outputs, timing for deliverables, consistency of the basis, assumption and information used. Act as a focal point and common interface for consolidating and complete reflection of all the elements of the project concept and key concept documents, drawings, philosophies and ensures consistency across the entire spectrum of deliverables. Provide technical support: liaise with all relevant directorates and departments and company management to ensure proper coordination of project development. Takes part and leads the effort preparing ITT packages (FEED, DDE, equipment and construction) development on bidder evaluation criteria, coordinating the market intelligence or technical queries, conducting the tenders and putting recommendations with assessment results. Creates and validates responses to TQ, CRs, Technical notes, NCRs as required. Coordinate and arrange all required project reviews, checkpoints, validations, technical reviews and endorsements by CoV or independent reviewers Manage and control change in scope, cost and schedule Implement Risk management process on assigned projects and ensure all key risks have an appropriate mitigation strategy in place Identify and effectively manage key project interfaces Manage performance of the Engineering / Construction contracts i.e. ensuring sustained high performance on HSE, scope delivery, cost and schedule. Supports project manager on all aspects of the project management / development activities.

Coordinate with the project stakeholders to confirm (baseline) the scope of the project; (collect all the requirements from the stakeholders) On every phase of the project, conduct the Project Value assurance review meetings to provide assurance to the project stakeholders that all the requirements for the next phase are considered. Initiate the Brownfield eMoC (electronic management of change) and monitor actions closure with all the stakeholders. Define WBS (work breakdown structure), Identify key project milestones and build the project schedule together with the planning team. Developing the project management plan including the scope, cost, schedule, procurement, change and risk management plans; Request budget and defend the project in front of company stakeholders - investors (parent companies of KPO); Together with the engineering team, prepare scope of work for engineering contractor and issue ITT; Prepare all the docs for the purchase requisition for the main equipment and long lead items and issue ITT. Technical bid evaluation by reviewing the technical and commercial proposals from bidders (engineering contractors, equipment / material suppliers, construction contractors); Conduct Kick of Meetings; Review and approve Project Execution plans received from contractors. Monitor, control & report the work performance of contractors versus baselined scope, cost & schedule; Maintain project change register; Maintain project risk register; Conduct weekly progress / technical meetings with contractors (engineering, suppliers, construction) Facilitate 3D models reviews; HAZID / HAZOP / LOPA / What If studies and track the actions closure Prepare the Work packs for the construction contractor. Coordinate with C&P (contract & procurement) team and prepare all the required docs for the ITTs (invitation to tender) Coordinate with C&P team on Purchase Award stage, timely respond on the comments from suppliers regarding the contract. Conduct weekly progress meetings with all the suppliers and maintain the weekly action register; Coordinate document review cycle Conduct PIM (pre-inspection meeting) with equipment suppliers Coordinate with third party inspector and check all the inspection report to ensure no issues at fabrication yards. Prepare the presentation of the equipment for customs classification decision. Coordinate with Logistic & customs department on material shipment, import and customs clearance. Coordinate the SQ’s (site queries) and engage engineering contractor to timely respond on it. Material management. Coordinate equipment suppliers, engineering contractor site assistance during the construction & commissioning phase. Coordinate SIMOPs MOPO sessions involving all the construction project stakeholders, ensure all the actions are timely closed and the agreed safeguard measures have been completed prior the construction start. At the project closeout phase, maintain lessons learn register, ensure all the stakeholders reviewed and provided their input Provide fulfilled CMMS (computerized maintenance management system) register – Equipment list specifying all the data like tag numbers, 2 years operational spare parts availability, location, reference data sheets, drawings etc. Ensure all the as build drawings are populated and all the required changes to the existing plant doc’s are implemented. Ensure project deliverables are handover to Company DCC and uploaded into the system. Handover to the operator directorate signed.

Collect the input data from Client Collect the information from the Lead Engineers on the required man hours for the deliverables / activities required to deliver the project and prepare the CTR (cost time & resource) sheet. Prepare the technical and commercial offer including the Project Schedule, Method statement, CTRs. Attend the KoM with the client. Develop Project Execution Plan, Coordination procedure. Agree with client on the reporting structure. Monitor, control & report the work performance versus baselined scope, cost & schedule Prepare the Master document register and approve it with client. Prepare and weekly update the project dashboard with the details on the status of the project. Conduct weekly progress reporting meetings with Client and maintain the action register Conduct weekly technical meetings with the Lead engineers and maintain the action register. Coordinate engineering works, track the workload and prioritize the works accordingly. Maintain project change register. Maintain project Risk register.
