Scheduling and coordinating work to tight deadlines, ensuring that equipment works to its specification, creating and carrying out test procedures, participate in the review of P&ID’s and control strategies in view of start-up and safe operation of process plants, verification that equipment and systems are mechanically complete, commissioning and start-up of equipment leading to a safe and stable operation of process plants, prevent hazardous conditions for personnel and equipment. Controls and coordinates all operations in Heat Power Plant in accordance with plans and operating procedures. Guided by Emergency procedures and makes appropriate decisions during abnormal/upset or emergency situations to correct/normalize the process or safely shut down the plant. Inform operation other Complex facilities/personnel, keeping them informed of any changes that might affect their work. Prepares written turnover reports and discusses current situation with relieving Shift Supervisor of Heat Power Plant. Ensures that Control Room Operators and External Operators sustain safe operation of Heat Power Plant equipment. Ensures that External Operators duly organize/supervise technical checks, preventive maintenance, lubrication schedule, equipment tuning/adjustment and housekeeping. Ensures that high risk jobs are properly supervised. (Potential toxic gas exposure activities, hot work, confined space, excavation works, hot tap etc). Takes part in the process of shutdown/turnaround planning, new construction projects or Heat Power plant modifications. Supervises disposal of waste materials and prepares necessary documentation. Updates and maintains operating standards, emergency procedures, training materials, and any other documents. Organizes safety meetings, ensures good attendance. Initiates discussions on safety issues. Takes immediate corrective measures when his subordinates found violating KPO Policies and the Republic of Kazakhstan Labour Code consulting when necessary with the Human Resources Management. Provides timely reports on any incompliance to the Heat Power Plant Manager. Provides assistance in development of training materials for operating personnel. To carry out the task entrusted to you in a most professional manner. To communicate to other TR site personnel in order to achieve a smooth construction progress. Ensures that you have received all the construction specifications, codes, procedures and work instructions, or, know where they are housed. To implement the constructions work execution, quality, safety and field procedures. Ensures that the Punch list is sign off by the TR Supervisor. Attend Safety and Quality awareness discussions. Duties: Act as the Construction Manager in his absence. Co-operate closely with the Safety Superintendent and Quality Control Manager to ensure the proper assistance and surveillance of safety and quality matters from the Field Supervision Team. Monitor in collaboration with Field Project Control the progress of Supplier (Subcontractors). Ensure that Suppliers (Subcontractors) duties are performed by competent and experienced personnel and in sufficient number, and promptly advice in negative case. Participate with Construction Manager in construction meetings with Client Representative and in the Suppliers’ (Subcontractors) meetings. Co-ordinates the activities of specialty Supervisors solving interference’s and priority disputes. Review with Warehouse Controller status of material delivery, distribution and availability. Verify with Field Project Engineer status of field changes. Maintain a logbook to register working hours lost due to bad weather, strikes and Non-Conformances. Identify possible Non Conformities, and suggest corrective actions according to the Quality Control Procedure with the Quality Control Manager. Ensure the Supplier’s (Subcontractors) measuring tools have been calibrated by an approved agency and are not out of calibration date.

My responsibilities consist of monitoring the performance of mechanical works at my area, namely: installation of pumps, compressors, vents, air and oil coolers, evaporation reservoirs, compressed air and nitrogen receivers, auxiliary equipment of high pressure steam boilers and associated piping, etc. Also my workload covers installation of steel structures for Pipe Racks and cable trays supports. At the moment I control several mechanical teams from different contractors (such as Sicim, Yamalar, ATKS, ATS, Imstalkon) numbering total 110-130 men. It includes proper implementation of work according to appropriate drawings, work quality, conformance of implemented works to SNiPs and GOST of the RoK, adherence to Norms and Rules of Labour Safety, ensuring availability and completion of Work Permits, headcount of work personnel involved in mechanical activities.  Plan/schedule own work priorities and activities in line with the Construction Schedule referring unresolved conflicts to Superintendent / Discipline Leader.  Monitor the supervision of the work being undertaken by the subordinate’s Engineers and Site Supervisors, taking any necessary remedial action to ensure full compliance with all relevant standards, e.g., Contract documents, specifications, method statements, policies and procedures.  Ensure that own work practices are compliant with procedures, i.e., ISO 9000, local labour laws and safety procedures taking appropriate corrective action and/or reporting where non-compliance is identified.  Monitor/input into data collection systems, providing standard reports as necessary to ensure that superior has the necessary up-to-date information and data to effectively manage the project to meet its objectives.  Contribute to a formal review of the project with relevant parties on completion, to establish opportunities for learning/development to enhance future contracts.  Have a thorough understanding, through reviewing project’s documents, specifications and plans, of relevant scope of work to be supervised. Interface extensively with contractors’ construction supervisory organization so as to be aware and to resolve issues arising during project’s execution

Conform and accept the list of completed and outstanding works given by contractor, and acceptance and transfer documentation to Pre-Commissioning and Commissionging Group. Take part in completion of pre-commission works of the projects where construction group is also responsible for and obtain B category checklists, as build drawing submit acceptance and transfer documentation to Pre- Commissioning and Commissionging Group for putting into Job Pack. Daily surveillance of contractors works to verify compliance with TCO project specifications. Review supplier and contactor certification for compliance. Review job packs for compliance to TCO specifications and standards. Proactive support to an incident free operation, by following TCO safety instructions. Attend TCO and Contractor meetings, when requested. Materials and equipment checking as per RK specifications. Work with construction documentation, diagrams, manufacturer’s drawings and documentation.
